SharePoint Designer 2007 is one of those beasts of programs that you have a love/hate relationship with. Honestly, the program is great when it works. When it doesn’t, you don’t call it SharePoint you call it some other names - frontpage? Hey, its a learning process and I’m used to learning, but I don’t expect programs to crash on me ever single time or give me weird error messages. Sometimes the fault is with the user but its just easier blaming the program:
I recently had a colleague ask for support for this issue. Everytime he launches SharePoint Designer 2007 and then clicks on the File -> New -> Workflow menu item. He gets an error: “Failed to load the workflow.” After a bit of research found out that all he really needed was to download and install .NET 3.0
One other thing you can do is make sure your temp folder for SharePoint Designer is clean -> Go to Documents and Settings > (my account) > Application Data > Microsoft > SharePoint Designer > ProxyAssemblyCache
